How to Register with ARCA (formerly AFIP) as a Foreigner

Step-by-step guide to registering with Argentina's tax authority — ARCA — as a foreign national.

May 14, 2026

What Is ARCA?

ARCA (Agencia de Recaudación y Control Aduanero) is Argentina's federal tax and customs authority, known until 2024 as AFIP (Administración Federal de Ingresos Públicos). It is responsible for collecting all federal taxes — income tax, VAT, social security contributions, and customs duties — and for administering the CUIT/CUIL/CDI identification system. Every individual and company with tax obligations in Argentina interacts with ARCA.

Registering as a Non-Resident (CDI)

Non-residents needing a tax ID for specific Argentine transactions — primarily property purchases — obtain a CDI (Clave de Identificación). CDI registration requires presenting your passport and proof of the transaction requiring the ID at an ARCA office or through a designated representative. The Roffo team obtains CDIs for all clients executing Argentine property transactions.

Registering as a Resident (CUIT)

Once you have a DNI, you register with ARCA for a CUIT (for self-employed or business activity) or CUIL (for employees). CUIT registration involves completing the ARCA online registration process, selecting your activity category, and choosing your tax regime (monotributo for lower-income activity, or régimen general for higher income or companies). Roffo handles all ARCA registration and ongoing compliance.
